I’m pretty new to The Burning Crusade, and I’m trying to figure out what exactly the TBC pre-patch entails.
What actually becomes available during the pre-patch?
Is there anything important I should be doing in-game to prepare for TBC?

You can pick talents from TBC. You get TBC spells.
Those are the most relevant things.
Oh and you can level new races.
The base game switches over to TBC. Main things that change:
Class design - classes will have access to both their new talent trees and will have a variety of reworked spells. Circle of healing for priest, arcane blast for mage, etc.
BG changes - time limits or resource limits are added. So you no longer get stuck in turtles (for as long).
Honor changes from a weekly score, and is instead a currency that you accrue.
XP gets squished from 1-60 by 50%. So easier to level.
Stat and gear changes too.
No more %hit/crit/dodge etc. And it all moves to rating.
Dungeon gear I believe was reworked as well unless that was Wrath.
Also, Blood Elves/Draenei races and starting zones.
Meeting stones outside of instances can be used to summon.
AOE Damage cap.
Guild Banks (It was delayed in TBC Classic last time though)
Jewelcrafting Profession
Many Elite Quests changed to Non Elites in the open world.
Dark Portal added to Blasted lands, with a prequest.
Burning Legion invasion event.
It deletes all elite mobs in the old world and replaced them with soloable normal mobs.
It reduces XP needed to level
Adds Draenei and Blood elves
In the original pre-patch it didn’t add Draenei and Blood Elves. They did in the TBC Classic pre-patch though. So it would be shocking if they don’t again.
Literally everything that TBC is, except for TBC zones and you can’t level up yet.
Yes this was a pleasant surprise during tbc classic relaunch.
