While sites like wowhead do state that the Oxidized Leachbeast drops it, I’ve noticed that while wowhead says it drops from the Scrap King the comment section is saying that it doesn’t.
So does anyone know if Oxidized Leachbeast is the only way to get the color or has someone gotten from the Scrap King?

I’d just assume it’s Oxidised Leachbeast only. Not sure why it happens but sometimes npcs get incorrectly flagged as dropping things they don’t. It probably has a tiny number of drops compared to the actual rare that drops it.
I meant it for the general and for some reason it was put in story. It’s since been moved.
