The original purpose of mastery was to provide a generic secondary stat that would change in function according to class and spec. It didn’t work out that way. If they had implemented it properly, however, it would have worked out perfectly fine. The other mechanism that accounted for secondary stats was reforging. Through reforging, high ilevel gear could always be made better than lower ilevel gear. As with many other of their decisions, I don’t understand why they got rid of reforging. They came up with some lame excuse about wanting you to be able to equip your new gear right away, but then they made subsequent decisions that completely obliterated that goal. You don’t need to remove secondary stats to have a rational gearing system.
