What the heck is this all about?

While D.I.S.C.O. may be fun for some, dancing is now prohibited within the vicinity of the Chamber of Heart teleporter.

D.I.S.C.O. is a toy that, when used, makes toons within a certain proximity dance. I assume it means it can no longer be used around the teleporter for the Chamber of Heart.
