Is this a law in North Korea?

Not sure, but I don’t think they are even allowed to go on the internet there nor could 99% of their population even afford to do so. If this is South Korea that would be pretty weird imo as they really try to mimic the U.S. in a lot of what they do and this penalty sounds overly harsh and controlling.

E-sports are Korea’s number one sport, somehow this does not suprise me. It’s similar to how serious people take Steroid use in other sports now, unfair advantages etc.
