Open up your character sheet and where it says your item level, take a sharpie and write 415 on the monitor.
Basically you need to run actual content, sir and/or maam.

best way is to start get some of the low ilvl upgraded
you can do the storm stuff for a cloak same with the boots and belt not the new one the open world one
shield of the hearth might need to be recrafted not having another remade
and after that keep an eye out for WQ gear drops

Wait, you are already doing some Mythic+. Just keep doing that, just push into higher keys. Solo stuff is only going to get you so far.
If you max out all the renowns you get a primal infusion that can get you 4 crafted items to 405. 1 primal infusion per item.
Just like there is a ceiling with Normal Raid gear before you will have to do heroic raiding. And with Heroic Raid Gear before you have to do mythic, there is a ceiling with solo player gear before you have to do group content. The same with M+, you can only get a certain ilvl of gear by doing sub 10 keys. After that, you have to go into higher keys.
I know this will turn into another “Solo Players dont have any way to gear” and “Blizzard hates solo players” thread. But hear me out.
All content in this game has gear ceilings. Once you reach that ceiling, you have to do more difficult content to get past it. Only at the highest levels of content Mythic Raid, +20 Keys, Gladiator PvP, do you reach a point you cant gear beyond.
With solo play, there is a gear lvl ceiling there. Once you reach it, which is around that 385i, you pretty much have gotten the best solo player gear in the game. The only way to progress past that ceiling is to go into grouped content. If you dont want to do that, then you kind of have to be ok with hitting the gear ceiling for that content.

Get gear from weekly boxes for Aiding the Aspects, Dragonbane Keep, etc. It’s not a fast way of acquiring gear, but it can drop gear above 385.
Cap your rep so you can get the infusions for crafted gear; this will also help you get some high end cloaks/necks.
Max your rep with the Cobalt for their ring.
Farm lightning tokens for the ring from the storm in the doom time.
Get lucky with the weekly world bosses.

Sabellian sold me a 398 cloak. I have a 405 crafted ring.

10.0.7 is gonna have a 424 ring from solo content. You can get a primal infusion from doing LFR, if that is not too groupy for you.
You can do m+'s now. What you wanna do is, go to the Valdrakkan portals for TJS, Shadow burial and Legion Dal. There’s a panda there. Ask her for a mythic key. She’ll give you one.
Then you go to the dungeons section in LFG. And make your own very first m +2 (whatever dungeon name) and add “bonus valor” to it. Now… you get to pick. I hope have raider.io installed. If not, install it. Pick the highest app’s (based on io and gear score) that you can find to help you clear the dungeon quickly. You want a tank, healer and 3 DPS total. (In case it wasn’t obvious xD)
After you clear your dungeon, look at the loot. If there’s plate items you can get that others don’t need, ask for it. Say gg and ty all! Then leave, go back to Valdrakkan. Talk to the Panda again and lower the key to a +2 again of whatever new dungeon you got.
Rinse, repeat. You want to gain io but also want to slowly upgrade your key or reduce it based on what dungeons you’ve done or not done before. Like if you say, for example. Got a +2 SBG and just did that. Then you got a +6 Ruby Life. Reduce it to a +2 Ruby Life because you can still get bonus valor by doing a +2 Ruby. Rather than a +6 because if you do a +6 then you can’t get bonus valor for doing a +2, +3, +4 or a +5 etc. You get the idea.
You can also do LFR or normal raids if you got the time / patience for those. If you got any more ques, feel free to ask. 
May I ask why you need more than 385? I’m (mostly) a solo player, though I do heroics and have just started LFR, and I only have 375 and destroy most things.

I’m also a mostly solo player, I join groups to take down world bosses, but that’s about all the group content I do. And honestly, 385 is probably my end state for this character. I can handle anything I’m likely to meet in the open world except for bosses. That’s good enough.

Monthly time walking.
You can craft four 405s if you max each renown.
Rares can drop upwards of 392. Maybe higher now.
If you are extremely lucky with all of this, you might be able to get to 395 by 10.1.
You enjoy content that doesn’t require a higher iLevel.

If you still want upgrades, do the Elemental Storms. THERE IS EVEN A TIER’D SET TO GO WITH IT!!!
Crafted gear can go over ilvl 400 with the proper embellishments.
Primal Storm gear maxes out at 385 but will be able to be upgraded again in 10.0.7.
The world elites are easier the higher you go. Most have been pretty straightforward fights for me, and I’m mid 380’s right now. But there were a couple that have been a real bear.
As for the OP, if they’re already doing M+, then just to a single M+ a week. That gets you the vault. That’s all you need to do. At 385 you should be able to get into 7s pretty easy. Just do one.
Take a screenshot of your item level and go to photo shop>insert image>click on healing brush> erase your actual item level>open up the text>write your desired item level>change the color to purple>change the font to look real> and boom done! You’ve now obtained a higher item level congrats!
But in-game, it’s a bit harder because you don’t have photo shop. So, here’s a tutorial for higher in-game item level.

Well, if you’re going to limit yourself to single player, wait until you can upgrade to 395 in 10.0.7
Alternately, you can get some 405s from crafting by getting the infusions hitting max renown with the various factions.
