Enchanting level requirement?

ilvl requirement of item to DE (i’m assuming it has to be ‘purple’ quality)?

Rare and epic items have a chance to give lower tier materials when disenchanting. The odds are either based on skill or pure rng, and I’m leaning towards the latter. Item level and base item have no impact, I’ve gotten shards from raid gear and crystals from epic leveling quest reward procs. The disenchanting spec does not affect the base odds, but it adds a chance at a second roll for mats. Mystic item drops from Insight of the Blue seem to be the exception, as they will always disenchant to materials of the same quality as the item.
