Of course normal heroics won’t be enough to dive straight into Ulduar. They never were.
THE ONLY CHANGE is that instead of having to gear up in Naxx first, you will be able to gear up in dungeons.

This attitude legit confuses me. If people were going to gatekeep catchup gear, wouldn’t they have already been doing it for Naxx when Ulduar came out?
Except anyone with gear isn’t going to touch a normal heroic. Why would they? For less opportunity at gear and rewards?

Getting gatekeeped from a 25 man raid is much worse than getting gatekeeped by a 5 man dungeon

You’re either confused or obtuse. It’s literally the same thing. H+ scales with every tier of content. This has been iterated at least a half dozen times.
Take a look at Retail. Mythics replace RDF at max level. No one runs heroics.
Same will be true of Wrath now. Who’s going to spend weeks grinding emblems from heroics when Mythics simply drop the gear? No one. So even if RDF is added, it won’t be used at max level.

Again, who cares if geared players move on to higher challenges? Regular heroics will continue to be pugged by alts until they are ready for Heroic+.
