We still don’t have an ETA on undelete coming back, but I do know they’ve been working on it. It’s quite a bit more complex than ‘just turning it back on’.

Outside of, it is being worked on, we just don’t have any additional information. An ETA on when the character undelete will be brought back isn’t available but the moment it is, it will be posted.

This remains a top priority.

why when someone puts a ticket in for character restoration is the policy to ignore it and say “we don’t do that as GMs”

Because they literally cannot restore what they don’t have access to either.

Yes, they’ll get back to you one way or another. For something like this, we just need to wait on the devs to get things resolved I’m afraid.
