Can you find the two threads fishing open water or does it need to be a fishing node?
I’ve been fishing both and haven’t gotten one yet. Tried Googling it and got answers saying either, and fishing nodes only.
I have only ever gotten it from fishing pools specifically and it drops much more frequently off the type of pool thats like floating wreckage or whatever its called this expansion. I do not believe it will drop from open water but i cannot say for sure. They seem to be following a model that encourages fishing pools this expansion so i think its safe to assume that will be the only way to get the drops. You can also do the fishing derby event that is only found every saturday in hallowfall. The currency you get from this event is able to be spent to get these from the vendor there as well.

I seem to get 1/100 fishing pools. Haven’t gotten one in open water yet.
get 1 every 4 floating wreckage pools though!
