How is it that “Dragonwrath, Tarecgosa’s Rest”, a Legendary staff from the Cataclysm expansion, only has an “Item Level” of 37, while Legendary items from The Burning Crusade expansion (“Thori’dal, The Stars’ Fury”, and “Warglaive of Azzinoth”) have Item Levels of 156-160?

It’s not really a huge deal. I’m just curious as to why there’s the difference.
The loot is level capped. I see this in Timewalking dungeons where some drops are extremely low and some are level adjusted.
I got a super nice ring from end times , I wore through dragon Isles, but I also vended several low garbage pieces.
