Does it exist yet?
every couple of years i come back to check, and every couple years the answers i get is to use voice. I don’t use voice, I use addons to keep track of enemy cds, ccs and whatnot. I don’t want to hear my partner saying hes using his burst NOW if im not setup to help him cc. Nobody seems to get it. Random and alot of cc doesnt seem to work in arenas either, I want to align my ccs w/ burst my partners are using. Is there a way to make a weak aura to announce when your partner is bursting? I keep track of alot of icons on my screen, and I can’t seem to remember to watch omnibar(or was it omnicd) that tells me when hes using a burst. Its only a visual aid and I can’t teach myself to look at it every 2 seconds of a match. 
you can configure tellmewhen to scan targets (by name) for buffs (by name)
if youre asking for something thats pre-packaged that you wouldnt have to configure yourself, i wouldnt hold your breath.
You can absolutely create this yourself. What you will want is a weak aura that tracks “combat log event” and checks party1 and party2 as the target. You will select “spell cast successful”. Then you insert every spell you want it to alert you about from those 2 targets.
