[We need weapons] quest bugged

I've having the same issue. I've logged out, abandoned the quest, left the area and came back. Nothing works. As soon as my feet hit the pavement, it vanishes.
Having the same issue, unable to complete the 3rd beacon due to zoning out. I do NOT have the restoration quest some of you guys are talking about. I submitted a bug, no idea if it will result in anything. Can't complete the ally quest without the achievement, which this goofy quest is needed for.
The invasion seems to also cause it to phase, however i have completed the zone and it phases for me as well.
My ticket was answered today. Here was the recommendation. It didn't work

Resetting your UI to default settings can resolve various display and interface issues.
Completely exit World of Warcraft.
Uninstall any addon managers to make sure they don't re-add your removed addons.
In the Blizzard Battle.net desktop application, click Options and select Show in Explorer (WindowsÂŽ) or Reveal in Finder (MacÂŽ).
Open the World of WarcraftÂŽ folder.
Rename the Cache, Interface, and WTF folders to CacheOld, InterfaceOld, and WTFOld.
Re-launch World of Warcraft so the changes can take effect.

I'm still having the same issue after trying the steps multiple times, abandoning the quest each attempt. No luck. I think I'm going to reinstall the game to see if that fixes it.
Resolved by completed the The Bradensbrook Investigation quest line for Resto Shaman
SOLUTION FROM WOWHEAD

If you are on the quest to obtain the new traits on a healing weapon, you will not be able place a telemancy beacon on one of the weapon caches, because it will disappear as soon as you get close to it due to phasing. Simply finish the new trait quest, and then come back to finish this.
I thought this was bugged as well. I did the final artifact thing for the Holy weapon. And then promptly turned in the quest near the border of Suramar and Meridel. It won't show up on your map as a question mark.
Managed to get around the bug.
i abandoned the quest and dropped all quests for the zone.
went back to pickup the quest again in suramar.
jump on the flight guy again to fly back to Valsharah.
this time i didn't mount at all just run on the ground to where the beacon disappeared last time.
you will be able to get it. i don't know if it was some other quest i had in the zone or if it was fly mounting that bugs it.
But that worked a treat, then i mounted and picked up the other 2 that i had no issues with last time.
its 7.3.5 and this is still bugged.
Alright so I had this same issue and decided to turn in the other two quests and abandon this one. I then decided to try and place the bugged Telemancy first. It didn't bug out this time and I was able to finish the quest after placing the rest down. Hope this helps for anyone else having trouble :D
I am having the same issue as well, This is a blizzard issue, and they are ignoring it. I have tried everything that has been posted here with no solution. The worst part is I can't complete the insurrection quest line from here.
It doesn't work right now for me..
Check to see if you're on the questline for your holy artifact weapon (might only apply to priests/pallys?). Part of the chain phases out the neighboring zone and you MUST complete the questline/turn in to Modera in dalaran to change the area back so it doesn't phase anymore. This solved it for me!

Bump because I had this bug last night. This solution worked though (resto druid)
It was just bugged for me an hour ago. I had to finish the resto artifact quest in the neighboring city then after that the phase went away. If you approach it from the south and see that all ways up into that area are blocked by a gate that has a green smoke effect on it, you're probably on a quest that has it phased off. Might not work to just drop quests. Might have to actually DO the artifact power quest to get the gates to open and unphase the area. Thats just a hunch though.
I had the phasing bug too. Finished the holy weapon quest line on my priest and all world quests around the area and it stopped phasing.

Note that the full list of quests is NOT here, but you're close to done when you're on "Shadowsong's Return." You kill some undead near Bradensbrook, then go to Black Rook Hold, free some ghostly heroes from their curse, and fight and kill a named demon. Then you're sent back to the mage in Dalaran, Archmage Modera, and complete a very short event during which they "upgrade" your weapon.

Once that is done, you can complete the "We Need Weapons" quest immediately. You don't need to drop it and pick it up again or anything -- all of the teleport beacons become clickable and the southern one no longer fades out.

There are quests from all sorts like that of valshara and otheres including some artifact weapon quests. check your quests and see if any lack completing that may go that route
In short I have a solution from Blizzard ticket I submitted.

Situation:
When I approached the weapons for 'We need weapons' quest closest to the 'Black Rook Hold' dungeon entrance, access was blocked by gates that were engulfed by green flames. On the other side of the barrier there are solders wandering around cowering in fear. When I approached the weapons and the game indicated that i was entering the 'Black Rook Hold' area, the weapons and ALL NPCs and other objects on the map disappeared. If this is even CLOSE to what you are experiencing here is not so much a solution but a remedy per a Blizzard Grand Master. NOTE that I'm a Paladin so don't take it word for word and decide that it won't work for you before trying it:

"The main thing that causes an issue in this area is the healer weapon empowerment quest chains. In your case, the Holy weapon empowerment. Even if you don't have the quest, just having started it will cause this to happen. I'd recommend checking for a quest called Aid on the Front Lines over in Bradensbrook and complete that quest chain. Once the quest chain is complete, the Black Rook Hold area will function normally."

Again, don't worry about the fact that this may not COMPLETELY fit your situation. Go get the "Aid on the Front Lines" quest that is VERY close to the flight master in Bradensbrook and complete ALL of the quests that follow that (a.k.a 'quest chain'). Good chance it will solve your issue.

For blizzard... REALLY!?!?! you couldn't pick a different location so there WOULD NOT cause an unrelated conflict!?!?! I can't even comprehend why there would be a conflict except that someone didn't plan the quest chain properly. As my son would say "COM'ON MAN!!!".

Can confirm that I had to complete the holy empowerment quest on my paladin in order to fix this phasing issue.
