Trying to level up, and I keep seeing a ton of people. I check layers, and there’s only 5 layers up. Please bring back 10 layers. I can’t even layer over and get spawns right now. And, people keep breaking my sheep when I’m about to pull trying to grief me.

Or, learn to play an MMORPG where it’s not just you. Being part of a community and interacting with players in the open world is part of the fun.
Oh how frickin fun. Trying to grind non elite mobs, while someone of the opposite faction arrives. I can totally group with them, and interact in a positive way! Oh wait, you want me to interact by griefing them, pulling mobs onto them. I don’t see how else the useless rando of the opposite faction can be interacted with on a pve server.
Perhaps a single player experience like Skyrim might be more up your lonely alley.
You know what’s fun and interactive with other people, that the game was designed for? Dungeons. You know what’s gatekept? Dungeons. The ONE thing that you WANT other people around for, is guarded by gatekeepers. Competition for mobs to level is NOT FUN.
I agree that in the fresh servers there are at least certain zones which are always overcrowded such as the lesser rock elementals needed for the first step of the elemental quest in the chain in badlands, and the blasted lands mobs used for the repeatable quest turn ins for buffs. The quests were clearly not designed with the intent that these areas would be permanently hard camped by 3-6 players on every layer. They appear to be designed as if one person would be doing it at a time. There should be some solution so that these important quest objectives are more approachable without engaging in tag wars and waiting for half a dozen respawn cycles. Either more layers or just faster dynamic respawns for mobs that drop quest objectives.
From my experience interacting with otgers in a tag war ends up being someone griefing, someone using profanity, and overall a bad experience.
This is why I feel contented playing on DP.
There are players in the zones, but you are glad they are there.
