There are several servers that are no kidding completely dead, as in there are no active players on either side.
this is not my idea, but somewhere in this forum there is a group whos no kidding started such a project already on a stone dead server. you really ought to check it out

It is simply a decision for Blizzard to either allow one fresh server or not. You need to look at cost vs potential revenue. Worst case scenario, that one extra server did not work after the whole 2 years of the patch cycle like you are saying? That is sad and costed almost nothing⌠But hey it did bring in at least a couple thousand subscribers for a good amount of time? That is an amazing move.
Or you can ignore that playerbase and simply not make a dime out of those folks.
I would gladly take a bet with you all and if that 1 fresh server dies in less than 3 months like some of you all say (reach below 2k players), I would gladly give 1 month of sub to anyone who said it would never work.
