You can. Once you’ve gotten the first five through quests they become a random drop from bosses. Even from heroic dungeons. Well, the bottled essence does at least.

If it’s time gated and important, it’s probably important to look into what it’s used for. We can see all the gear that can be crafted with them, we knew these were important and time gated, and the game hand held us there.
