The friends you recruit for “Recruit a Friend” rewards need to be subbed.
That makes sense.

TBH, I think this is how most people use RAF. Most people I have encountered at least. Which I realize is a very small sample size.
They want the rewards for themselves, so create a second account to lvl faster/get rewards.

I have no friends interested in this game that aren’t already playing it.
Do they literally want me to go on the street and recruit people?
Do I have to wear a backpack IRL as I’m recruiting to qualify for the in game back pack?
Any more HOOPS I need to jump thru to get exclusive content?

Do not want. I’ve been Riki for 15 years in WoW alone - not to mentioned other games too!
But its not content. Its a few cosmetic things.

Where does it say that this is the only way to get them? Maybe they’re BoE and can be sold of the AH or maybe a different color one will be available through Archeology.
