Can someone explain to me what a “fresh” server will do that hasn’t already happened on existing classic realms, and also how it would be any different in trajectory than those before it?

It costs $0 to progress to TBC, $0 to stay on Classic, it only costs $15 if you want to both stay on Classic and progress to TBC with the same character, so what paywall?
