There is a bug with Whirling Dragon Punch, where it will not be available to use even when rising sun kick & fists of fury are off cooldown. It has been a bug since the beginning of BFA, possibly longer I don’t recall.
The bug appears to get worse with haste, as it is far more noticeable now then it was at the beginning of the expansion. Recently I had about 7 seconds on rising sun kick, and 3 seconds on fist of fury, and WDP was not available. It would be nice if this could be fixed.
