Seems to be bugged. I think she is supposed to walk from the Azshara border to Satyrnaar and back, and she kinda does, but if a player interacts with her at any point she will stop for like 30m to an hour after. Just stands still at that spot.
It can make her difficult to locate. In my case she was stuck at the Azshara border for like an hour, I never thought to go that far to look (until I did). The quest makes it seem like she’ll be closer to Satyrnaar
