The empowered blows are during Recklessness, including 4pc procs.

But not signet reck because reasons. Unless you reck after signet reck, which will make it start working again. But not 4pc extension, that will only extend bad reck.

Last season arms could try but a good RMP would still run over a good arms warrior.

And now RMP is a mutant freak that jungle can’t even hurt. But yeah, no rogue, mage, or priest nerfs to be found. KEKW
