Does anybody actually use rend? seems like a waste of rage. Maybe if you are tanking a boss and want to keep up a tiny bit more hate. Or in PVP to keep rogues out of stealth for an extended period?
It’s good when fighting a Rogue, but that’s really it. The Damage Per Rage is extremely low and it doesn’t scale.

It’s a wasted debuff slot in any raid scenario, and for PvP you should already have deep wounds along with demoralizing shout being a better use of the 10 rage to keep a rogue out of stealth plus the benefit of the AP debuff.
You only use Rend at low level when you have nothing else and on rogues so they can’t stealth, that’s about it.
Not to mention I’ll likely be in zerker stance (after charging macro) and cant use rend anyway. Think I’ll take it off my bar.
It is useful in bg to prevent bandages and stealth. More useful in tbc where an arms warrior has a debuff associated with it.

Rend is also pretty good DPR early. It just doesn’t scale.
Its always fun to rend an easy boss just to hear people yell about it in discord. Almost always, no matter the raid group, someone will just yell out “WHY IS THERE A REND ON THE BOSS”.

Useful on Ony because MOAR DOTS. 
Rend is good when you are low level leveling and have not many options for damage. For pvp yeah you can use it to make it a bit harder for a rogue to get away. It should also be applied to cc heavy classes to prevent them from bandaging if you are 1v1 vs a hunter for example. What is ridiculous is when you see warriors who apply rend to everything in a bg. First off, because it does no damage, and secondly, because the target is going to die before it gets many ticks off…
