I have recently started a Warrior and I am looking into which spec is the best for leveling and running dungeons as the tank. This is probably a question that has multiple correct answers but I am wondering how I should spec for tanking but also leveling. I have heard dungeons until max level/pre-raids the spec doesn’t matter too much. What are your thoughts/recommendations for builds?

You don’t need points in prot while leveling.

You can easily tank all Classic content with a 31/5/15 spec. Focus on getting 31 points in Arms for Mortal Strike, put 5 into Prot then fill out with Fury.

Well so far i have all my talents in arms, i am level 31 atm. My biggest issue is has not been my HP as i will never have more than 2 mobs stabbing me. i will always try to CC the thirth mob that was pulled or appear.
However, my biggest worry and problem is threat. Most DPS do not have threat meter at this point yet, so many times 1 out of 2 mobs might run away to molest the DPS.

19/32/0 is what im working towards running. Dual wield when playing solo and throw a shield on when you want to tank unless you can handle the dungeon without shield. Fury has unbridled rage which gives 40% chance to gain extra rage on hits. Flurry for faster attacks and thus more rage. And bloodthirst for an extra attack and small heal effect, and since you are tanking you will have enrage up fairly often. The arms points lets you get the anger management and crit multipler increase.
Arms then fury.
Wear a sword and shield or be a zergling and get ravager and aoe farm.
Much the same, my normal attempt to stop this is as follows.
Charge, blood rage if needed then thunderclap.
Demo shout - Def stance, sunder revenge tab like crazy. Get angry when i have no rage forced to taunt.
You cant charge if in combat and that scenario has you in combat
Go fury, it’s best for tanking and PvE.
Charge before blood rage doesn’t.

Right now, I’m at 5/0/18. Probably not the ideal thing for leveling, but I always liked the defensiveness that Prot talents give.
