Pvp, pve, soloing all being considered.
If its dps and nothing changes shamans will be one of the easiest classes to kill. But they are also pretty fun and there is always the small chance blizzard realizes shamans have 0 defensives basically.

survivability issues always haunt shamans as well as both dps specs being garbage at times. shamans are funner in my opinion but who knows. i think warriors really ain’t ever in a position of having both dps specs being garbage.
the safe bet is ALWAYS warrior over just about any melee class tbh.
With that said, im a Warrior main and im switching to Shaman for Shadowlands. Enh sham is just so fun and its getting a huge rework for SL that looks promising.
Ele shaman is one of the few ranged specs I like, and it also got a really good rework.
I dont like healing but if I need to for a raid spot I will.
Overall, Fury warrior and prot warrior are ALWAYS safe and Arms goes up and down a lot for group content, never that great for solo.
Shaman does solo content fine due to have self healing but its very squishy, but also kills stuff fast.
I would vote shaman and have faith in the changes, but warrior is the safe bet
