If you are Venthyr and swap from arms to prot then back to arms, condemn goes back to being execute. The only fix I’ve found is to relog and you get condemn back.
Not game breaking but annoying nonetheless.
Same issue, although for me it happens randomly (most of the time in the Maw). Swapping specs sometimes fixes it, but relogging is the only solid answer.
Still a problem 2 weeks later. Orc female warrior change spec from Prot to Fury have to log out and back in to get Condemn rather than Execute. Not in spellbook.

Just had this problem again today.
Exit game and restart fixed it.
Odd problem to have but hope it gets fixed.
