I believe it was during the Shadowlands, that when you had your Warmode enabled, your PvP ilvl was always active in the open world, but go to its PvE level in instanced PvE content. Why was this removed?
Is there any pushback on why, at the very minimum, PvP Spell Modifiers aren’t active in Warmode until you engage? Feels clunky. I know there are PvP zones where your PvP ilvl is activated as well as modifiers, but that is it.
My proposed recommendation is simple:
- When Warmode is active, all PvP spell modifiers should be active (positive or minus) in the open world.
- Bonus if PvP ilvl is active in the open world, they could even make it take effect during the last four weeks of the season if necessary so people aren’t running around with mythic quality gear in the open world.

They prolly did this so bots don’t cheese world content farming too easily: RMT business afk bots a full set of basic pvp gear, instant ilvl 626 at all times in the world, easy ball farming. That and also so actual players don’t do the same. I don’t see them ever changing that.

It was changed because the system in changed.
In Shadowlands yes your pvp gear scaled in warmode, but if you remember we also had to upgrade our gear back then. You had to have 1800 to upgrade it to rival level… then you got more upgrades at rival II, duelist, etc. If you weren’t 2400 rated then you didn’t have max pvp gear you had some scaled down version of it.
That’s no longer true, anyone who gets conquest gear automatically gets pvp scaling to max ilvl in pvp. They didn’t want every open world meta to be “oh go get your conquest gear even though you dont pvp” so they changed the system to compensate.
