This has only happened to me today. Twice while doing a quest I got jumped by a rogue and later in the day same thing by a warrior.
I don’t have warmode on…even went to orgimmar to turn it off then on, and then back off again after the first incident.
Wasn’t near any pvp zones when this happen.
Is there a bug or something?
You can have warmode off, and still enable PVP mode within non-warmode areas.
if you go into a enemy area, you will get autoflagged until you leave and wait 5 minutes.

I assumed that too but I wasn’t anywhere near any pvp zones and came straight from Dalaran.
One time and I would have chalked it up to coincidence, but twice in the same day at different quest in different areas of dragon isles is odd. 
There are a couple worldquests that are PVP. especially near the ARcane area of Azure span. if you enter the area/arena, or fly over it, you might get flagged.
Happened to me yesterday without thinking about it. Was just doing dailies and walked in without realizing I’d have gotten flagged. The enemy NPC’s that are part of the world quest associated aren’t flagged PVP so I didn’t even realize it would flag me.
This. Flying over Wintergrasp going to or from Northrend Dalaran will flag you. I’ve also flagged myself flying over the pvp area of Cobalt Assembly. One of my addons, I think it’s GTFO alerts me with a really jarring sound when I enter a pvp area.
Flight paths can flag you too if the pathing takes you over a pvp area, I’ve had it happen numerous times.
I know the ones but I was nowhere near them.
Either way I thought maybe it was a bug.

Yeah, it’s entirely possible to derp your way into PvP enabled by getting too close to temporary PvP playgrounds. You have to pay attention to where the crossed-swords symbols on your map are and plan your route accordingly.

I had WM off and PVP disabled and found myself getting attacked by a human hunter during a siege on Dragonbane Keep. We seemed to be the only ones engaged in PVP. 
He seems like he may be the culprit…lol
During a dogpile on a rare in Thaldraszus, my rogue got flagged somehow and I still have no idea how it happened. All I know is my screen suddenly went grey and my Bwonsomdi addon was making fun of me. I dumbfoundedly looked at the death recap and saw I’d been bombarded by player spells and then saw that my Horde flag had been activated. shrug Who knows?

I just sat and watched someone in pvp mode (as i could target them) in the obsidian citadel for a good 15 min they were sitting there.
I havent left this area in a good 30 minutes or longer as I was farming here and theres no pvp zones close by.

if the user intentionally turned on PVP, it woudl stay flagged on until they turned it off.
if you type /pvp you will become flagged.
it really sounds more like you just don’t understand the PVP system

Ok, for some clarity:
WarMode itself is a “new” feature. And is not the original way PVP was designed into the open world. Going into WarMode itself is not standard PVP.
The original method of PVP is still in the game.
if you type /pvp then you will be flagged for PVP in the open (NON warmode world). and will remain so until you type /pvp again to turn it off. it will then turn off after 5 minutes of non-pvp activity and you are not in a PVP area.
if you enter a zone designated as PVP in the open world. You will be automatically flagged as PVP with a 5 minute timer. You must leave that zone, and not engage in PVP for 5 minutes before you are no longer flagged for PVP.
If you are aggro’d by a PVP NPC, you will enter PVP mode as well, once again. You must wait 5 minutes after disengaging from the NPC before PVP mode falls off.
if you attack a PVP flagged player character, or target a PVP flagged playter character and cast a spell that engages combat. you will also be flagged for PVP. same 5 minute timer applpies.
once again: If you are in normal non-Warmode and are flagged for PVP from the above means. You will NOT enter warmode. You will remain in the current instance, But be flagged for PVP in the current world.
Hopfeully that’s clear.

There’s been times where I’ve left one and the guards in Valdraken start wailing on me as I zone in.
I’m usually on a flying mount so can jump to safety… But it’s one bug I’ve encountered more than once… don’t have a solution though.
Only workaround I can think of outside waiting out the 5 min flag timer is to jump on a flight path.

I accidentally flew in there and it had me paranoid. Had to take a quick FP to get rid of it lol
I hate sudden pvp and bear pvp is horrid (you can’t change my mind).
