Warmage Silva not appearing

I took a Remix alt into Legion prior to 11.0.2, never had an issue seeing Warmage Silva in Legion Dalaran.

Then we got 11.0.2 and Warmage Silva in Legion Dalaran was phased for all my characters that had business there.

I did the full TWW intro on this same Remix alt, but did not see Warmage Silva again until I did the Isle of Dorn quest line up to “The Fourth Seat” AND I had spoken to Magni AND chosen a zone to adventure in :unamused:

On a different alt, I took the TWW intro skip from Thrall in Silithus, spoke with Magni, chose zone to adventure in AND still did not see Warmage Silva in Legion Dalaran. Only after I returned to the Isle of Dorn and completed the zone quests up to “The Fourth Seat” was this character able to see and interact with Warmage Silva in Legion Dalaran. :unamused:

What precisely is the point of the TWW skip if every way I try to use it it still requires every character to complete the Isle of Dorn up to “The Fourth Seat” even if I chose The Ringing Deeps?

I wonder why this is not getting resolved.
I just did the Kiren Tor World Quests in Legion, The Warmage Question mark is there, but there is no NPC standing their in game to take the quest resolution.
While I was there, the traffic of players showing up told me it wasn’t my hardware or feed; the guy isn’t there for anyone. A quick look at the forum reports this issue BEFORE the last expansion, but now it’s non-stop.
Do we have any other options besides typing here?
