He’s the Kirin Tor daily quest turn-in NPC in Legion Dalaran. He’s usually camped out right in front of the Violet Citadel and now he’s gone until you complete “The Bronzebeard Family” quest at the end of the pre-event chain.
Blizz, fix this please. I still trying to get the Wisdomball after eight years of trying…

I have almost finished the new campaign in the war within. This guy is still not here.
Yeah, those pre-event quests seem to be gone and thus it doesn’t seem like you can get him to appear anymore.
ive been experimenting on several toons and here are my results so far:
main - emissary present - everything done
main alt lvl 70 - emissary present - did all the pre-launch stuff (apparantly not level related)
alt 2 - no emissary - no harbinger, skipped TWW dalaran stuff, did all the isle of dorn stuff through getting to dornogal
alt 3 - no emissary - completed harbinger, skipped TWW dalaran, did all the isle of dorn stuff through getting to dornogal
alt 4 - no emissary - done neither quest (but i do have them)
specifically mentioning those 2 quests because i saw other threads mentioning them…still got more experimenting to do but im posting for now so i can come back to it…ill will try doing alt 4 with no skipping whatsoever to see if that does anything at some point
I completed the entire TWW prepatch quest chains; and have gone well into TWW content. The NPC is still missing.
Same I’ve complete both tiers of TWW campaign and decided to do some legion world quests and hes missing
did nothing…still no NPC
My only alts that can see the Warmage are the ones who go to Silithius, talk to Thrall and skip everything. Then I went to Brann, did the Adventuring in Khaz Algar quest, picked a zone, turned it in. Upon returning to Dalaran, the Warmage is present. Any toon I have who has done the quests (setting up the defenses, saving citizens, helping survivors etc) is unable to see the Warmage. I’ve tested this on alternating toons. Somehow the skip fulfills something not being met by doing the quests.
