I started the Warlords of Draenor: The Dark Portal quest and I’m supposed to be speaking to Archmage Khadgar in front of the portal in the Blasted Lands. Only trouble is he’s not there. I’ve logged out and quit the game, waited a bit, and then relaunched the game and logged back in, but Khadgar is NOT at the Dark Portal. Can’t complete the quest.

Did you use the mage to get there? That would put you in a different instance of the Blasted Lands.
I did the optional teleport that was part of the quest.
