I believe it means everytime Corruption or Drain life procs damage on an enemy, it has a 2% chance of making Shadowbolt an instant cast spell
Noone really knows. It just happens. Once that foe has been cursed with corruption only then will the dark energy swell until it can gather no more and like the pressure of steam locked inside waiting to get out a fierce and violent eruption occurs and a discharge of shadow comes forth towards the corruption.
Draining life from a foe has similar effect.

It can proc on any corruption tick. While leveling its not practical since procs happen too randomly and you have to pay attention to watch for proc. And half the damn time it procs as mob dies and you have no use for it.

You have to cast. You’ll hear a woosh sound when it procs and you’ll get a buff that lasts like 10 seconds. If you don’t use shadowbolt during that time you lose your instant shadowbolt.

It’s almost as if you can evaluate usefulness of buffs case by case and I dunno, elect what totems or other buffs work best on certain fights OR you can zug zug mah boofs. Can see which you are.

I don’t need a single one to clear it on retail so I guess I’m better than you. No where near buff cap and I can still use an imp.
You’re assuming that every guild has everybody fully world buffed for the entire raid. For a vast majority of guilds that’s not the case.
To answer the OP’s question if you have both points in NF your corruption ticks have a 4% chance to trigger an instant cast SB proc. You shouldn’t be using drain life in raids, but that can proc it as well.
Small percent chance to make your next shadow bolt cast instant every time your corruption and drain life damage.
With corruption on its own don’t expect many price. Where this talent shines is when drain tanking. It helps get your target down quicker while sustaining yourself

Depends on what your buff list looks like. You might have room for an IMP. Especially an improved one, as the stamina from it is also multiplied by by world buffs. Imp is stronger than many other defensive buffs, so it is likely to be desired if you aren’t going all out offensive with your buff slots.
For example, if your buff list includes a Spirit of Zanza from ZG, then Improved Imp is stronger than that.
4 stam is not a worthwhile tradeoff for the debuff slot used by corruption to make the spec work.
