The new tier is supposed to have the animation where all the arms come out. As it stands right now, the only versions of the set where the animation happens is the Elite pvp set and the set from Mythic raiding.
In all the blizzard posts online about this set, it displays the arm animation on every version of the set, so I’m assuming this is a bug.
Very disappointing! I just got my tier shoulders and there’s no animation. Would love to see this addressed!

I would assume that the arm effects are the enhanced variants from the item you get from high rated PVP or 2500 M+ - Luminous Nerubian Catalyst Stone
The posts online show every variant of the armor with the arm animation.
It would be super lame if only the high rated stuff had the animations, as they are some of the worst colors imo

It was an item introduced in DF since season 1 I think.
All of the sense considering it’s a reward that does what I explained.
