Warlock Healthstone Cooldown not starting while out of combat

Having this same issue. Also put in bug report in game and encouraging others to do the same. Squeaky wheel and all.

Happening on all my locks as well.

Imagine this situation but it’s that priests couldn’t use Flash heal.
This kind of bug should never have been allowed to make it to live.
