Title basically says it all. It seems that if you level your warlock without getting your succubus/felhunter (at least as a horde orc), Gan’rul Bloodeye does not provide the quest starting the respective quest chains. This reminds me of the “Rig wars” quest bug for horde with the Gnomeregan transporter where you basically couldn’t get the quest if you were past a certain level range.

Did you check with Cazul? Because Bloodeye only gives you a quest to talk to Cazul, perhaps you did it and forgot? Worth the check at least.
Also both Horde races can do the Undercity version if Orgrimmar does not have it for whatever reason.
