Warchief's Emissary unable to complete

After finishing the Goblin starting zone when you’re dropped in Durotar the NPC to turn in Warchief’s Emissary is missing at the dock.

Quest Name: Warchief’s Emissary
Issue: NPC to turn in quest is missing.
Goblin starter quest Warchief’s Emissary unable to be completed. Turn in NPC is missing at Dranosh’ar once arriving in Durotar.

Same problem, no NPC. The boat in videos I found are on the north side of the dock, but mine is on the east side. Maybe I’m in the wrong version of Durotar.
