OK so we all already know your overall iLVL is affected by whatever gear you have in your bags, meaning you can effectively just buy whatever gear that is cheap to boost your iLVL above the requirements for heroic dungeons and LFR.
But now the gear in your warbank also does the same thing. And even if they fix that, warbound gear can just be pulled out of the warbank and held in your bags to artificially increase your iLVL.
Blizzard need to make it so only the gear that is equipped on your character counts towards your iLVL for queues, no more being dodgy and getting handouts that you cannot equip, no more pulling out a tank trinket and agility weapon to increase your iLVL and rolling as a healer, while doing no healing.
The game needs to now be able to recognise, do you have the right weapon equipped? Are you using spec specific trinkets that do not match your role? Is your equipped iLVL sufficient?
I can see it now, LFR groups full of fresh level 80s who are running around in quest greens pulling 2K DPS and instantly dying, it’s going to be an absolute mess.

Bumping since this issue is still occurring after 11.0.7’s release.
My rogue alt has 529.18 equipped gear, but shows 588.56 overall despite having no other higher gear in her bags or bank. All of the warbound gear sitting in my warbank which I’ve accumulated from Siren Isle so far is erroneously contributing.
I wouldn’t say that is an error, your maximum theoretical ilvl is based on the items you have available, not the items you have equipped currently. They’re still available, just like any BoA or BoE items in your bags.
The concerns laid out in the OP are amplified significantly by this issue, since it no longer takes effort to game the system. I shouldn’t be able to queue any LFR wing at 529.
Also thought premade group finder was still displaying overall item level as well, though it becomes more a player responsibility issue at that point since they should be able to spot someone who clearly isn’t at the item level their app said they were when they join the group.
EDIT: Also thought this was in the bug report forum since I searched from there, but must have misclicked.
While I understand where OP is coming from, this is pretty much a non-issue.
Players already handle this when it becomes an issue by kicking low dps from groups when necessary. I’d argue LFR suffers more from AFK’s and geared people that overpull to watch meters blow up than from wiping due to lack of dps from a few green geared players.
Truth is LFR can almost always be done with 8-9 good people carrying the other 15 any given day.
And why wouldn’t we want those green gear to get geared up quickly?
Who else genuinely needs LFR gear more than them when you can just run a few Delves and outgear LFR?
People should mind their own characters and have fun instead of trying to police how people should play.
