I’ve spent a few hours with support through a ticket trying to get this resolved. This has been extremely frustrating for myself and my husband. We created new characters to level up with together. He plays WoW and has since beta and I play with him from time to time and have a few characters but all low level for the most part.
We created and started leveling up 2 Paladins together and because of an XP buff he ended up leveling to 70 faster I was about 62 at the time and then we could no longer play together as I was not “instanced" for questing and we could not get the quest phasing to work for us. So he just helped me on a lower level character he had but could not do any of the quests as he had not done any of them on that character yet.
Fast forward to me hitting 70 we went to go start “The War Within” his charcter got the quest starting trigger, mine did not. After several hours of working with support trying all the things they had me do I am still unable to get the quest trigger for War Within nor can I see Jaina and Thrall at the Sword. Support said to submit a bug report here.
So here I am submitting it and hoping this can be resolved quickly as we would like to be able to continue playing these characters together. Also the Dorngal or whatever it’s called that portal is also non existent in the portal room for that character at this time. If my Ticket# is needed let me know and I can add it.

Yeah this is a real pain… I hope we can get some guidance on how we can get this to trigger or if nothing on our end if whomever there at blizzard can do something? Heck the quickest thing I can think of is just provide a level 70 boost and they could delete that character and recreate them.
This is silly that they still haven’t figured this out. Im having the same problem 
Yeah, my wife and I had created and played these characters together and had wanted to get up to 80 and get them ready for Mid-night and I had pre-ordered it for it and we setup houses together right next to each other. But then we ran into the issues with my hitting 70 before her and now this were she can’t even start War Within and can’t even get there. It’s annoying and we created new characters and now going through it again butit sets us back on our plans. Sadly I don’t think this is anything that will be fixed in a timely manner for us to use these characters during our holiday vacation. If ever.
I don’t see why as a work around they don’t just provide a level 70 boost. We have the level 70 character, the ticket, they can check on the back end in their system to verify this…
Ok this has to be looked at ASAP. I created another character to play with my husband and he did the same and we leveled up again. Once again hitting 70 this time I hit 70 first and we were separated again and we could not play together after that again on top of that this character also did not get the War Within Trigger. This is now 2 new characters who hit 70 that didn’t get it. There are 2 more characters on this account that are 70 that are from 1 of our kids and they were 70 prior to War within coming out and the quest triggered for them when it launched. But these 2 new characters just created within the last 2-3 weeks and newly 70 it is not triggering.
And my new character I was playing with her just now hit 70 and the quest did not trigger for me either… this is the first character this has happened to me on…

Well after much playing around and searching on the internet I found a solution that I’m shocked and annoyed that blizzard support people never even suggested to try. I think I need to be paid for this bit of trouble shooting and support for anyone else having this issue…
Go to your Adventure Guide, At the bottom click the tab that says Suggested Content, then select the War Within, Accept Quest. Boom and Done, it worked on her 2 characters and my character.
I’m sorry Blizz but I think you need some additional training for your people.
