Is the skip supposed to be limited to the same account that one has completed the campaign on? I was able to skip it on all of my toons on that account but when I try on characters on another account, under the SAME BNET account I am not getting the option.

If you miss it, it’s too late to go back. We should be able to skip AT ANY POINT IN THE QUESTLINE. Come on Blizz. This isn’t that hard.
I took the portal from Ogrimmar and the darn campaign wants me to go BACK to Dalaran cause Magni is awake now.
I will try this , just to experiment and see if Thrall gives me a skip and post it here ( he hasn’t talked to any of my characters yet).
So I went back to Dalaran to see Magni and Thrall had NO skip
Trade channel says " you need to do entire campaign on main before Thrall skip is available" To which I replied " I cant believe for the 40 extra dollars I paid for Epic edition, I am still not qualified for a Thrall skip?’
So , I was forced , against my will, to repeat the WHOLE Dalaran scenario again, so I could have the quest chain for my alt in Dornegal

I skipped it on my Evoker after doing the entry quest chain - I ended up doing the story on my Druid first, got it to 78 off the campaign, then skipped the entire story on my Evoker after getting it to level 80.
You have to talk to Brann Bronzebeard in Dornogal; requirements as far as I’m aware are level 80 and having completed the campaign on at least one character - then you can skip the whole thing.
If you want to skip just the Dalaran quest-line you have to talk to Thrall in Silithus.
So to update this post, MY druid main completed the campaign after porting back from the zone I was in to Dornagal and it’s a very defined thing , it throws up like an achievement Icon across the screen and says Campaign Completed!
To test out , too see If I Got the skip, I logged my BM hunter alt , who had the quest to see Magni in Dalaran, but instead of clicking on Magni, I clicked on Thrall who had a chat bubble over his head and he had the paragraph in red " I have seen this before, skip to the isle of Dorn".
This sent me to Dornagal at the map table with Brann Bronzebeard to select a zone and all world quests were unlocked and I have all flight paths my druid acquired previously to me.
The only thing that wasn’t already completed was the Embassy , that you acquire at level 80.
This is awesome incentive to complete the campaign with your main, before bringing alts to Dorn.
If you have already turned in the scroll but are not level 70 and do not have the skip, if you do a couple dungeons and reach level 70 you get the skip. I just had this work!!!
