It shouldn’t have access to dampen mechanic on a 25sec cooldown coupled with its high burst. Especially in this burst heavy meta.
Currently blizz is removing talents on the ptr, now’s a good time to do this. At the least if you don’t want to remove this, it should be a 45sec - 1 minute cd.
I could see the CD being pushed up a bit or the potency toned down. Probably neither, though.

I agree, although I still don’t know if it’d be worth giving up one of the other capstones for that…
Shockwave needs to be higher in the tree with a follow up talent to increase the stun duration. Put banner where shockwave is now so that maybe we actually have talent choices at the capstone’s instead of avatar and roar
