So I was doing the war campaign as I’m trying to unlock the Kul Tirans. Basically i got all the way up to Outrigger Outfitters quest, turned in, and Okri and Rosaline both despawned immediately after. Haven’t been able to get them back zoning out, reloading, anything.
Hmm, a couple of questions here:
- What level is the character that you are doing the campaign on?
- Do you have the Heart of Azeroth unlocked?
I also want to point out that next week, when 10.1.5 drops, the requirements for unlocking Allied Races will be removed 
If all you’re after is the Kul’Tiran race, waiting until next week will be your path of least resistance.
