Always has been.
I mean how long did AR/Prep last as a build or Shiv focused builds? Those builds are hot fixed immediately and those were not even bugged builds…
And yes bugged builds that benefit Rogues are 100% hot fixed immediately.

Outlaw in its current state is playable compared to early versions of BFA and Legion. The problem is that the talent choices are very regressive and restrictive. Builds are very limited compared to say Sub or Assassination.
Outlaw needs a lot of clean up of must have talents or talents to be merged to free up options.

It’s so unpredictable. I can do one key and pull great numbers, and then in another I feel like I’m hitting with sofa cushions.

It is pretty demoralizing when your only build is so riddled with bugs you feel like you’re being actively punished for playing it in the first place.
This is beyond gripes and complaints. Outlaw is a flat tire, and our class developers don’t seem to care.

Gotta love doing content and, even with some of the better builds, the ceiling of our damage is so low because of the asinine decision to target cap us still, that we can’t even compete in push keys now.
