That's the new leper human model for next year's allied race- spoiler alert.
He has previous dealings with Alliance members as he led both sides against the Silithus invasions during Vanila. He was giving a speech to both factions there.
Sylvanas or Nathanos taught him. Or on the flip side, who cares?
Because he knows common. He's spoken to other humans before.

Not the first orc to be encounted. also a very common enemy. Makes sense to learn orcish as part of his education.
He's also old and has fought a lot of battles. He's probably became fluent in the common tongue in his several decades of life.

The orcs, and everyone else, all speak Common (the human language) as well as their native tongue. The orcs learned it way back when they first invaded Azeroth.

Common is just very widespread. And because so many races at one point or another have interacted with humans, they all picked it up. It's like an unspoken agreement that there should be one common language so everyone can actually communicate.

Native languages are still taught alongside Common, but those are usually only used when talking to someone from their own race.

A real orc would be talking with his fist.
Technically speaking, Common is the language spoken by pretty much every NPC in WoW. The Common/Orcish divide is for gameplay reasons only.

In Lore, Common is a universal language and is not inherently tied to humans.

gameplay just limits it to build "immersion"
Lorewise basically everyone speaks Common. It’s just for gameplay purposes that only Demon Hunters and Thallassian Elves can talk to eachother cross faction.

And Pandas too if I’m not wrong.
