Wailing Caverns Battle Pet Dungeon question

I can do the Wailing Caverns battle pet dungeon on character A (level 60) but I would like to do it on character B who is on a different server. So, I took character B (level 32) on the desired server to Scull Rock in The Barnes, and the quest giver had a white " ! " , and wouldn’t give me the quest. I checked on character A (who did the quest last week) and she is offered the quest, and has a blue " ! ".

I then took character C (level 70) to Skull Rock and she is also offered the quest.

I cannot figure out WHY one character is not offered the quest but the others are. Anyone have an idea why? Is there a level requirement? I cannot find anything Wowhead about a level requirement.

I’m not sure what the minimum level is anymore, but it was 45 the last time I checked.

Thank you. I see that it requires a level 45 character to do the challenge.
