I cannot for the life of me find out how to start this questline. I did the quest for Highmountain Tauren and unlocked them but I cant find where to start the one for Vulpera.
Pick Voldun from the map in Dazar’alor and complete the zone, you can even do it while leveling.

You actually just answered another question I had. All this time I spent looking for the Grand Seal and ive been passing by it over and over. Thank you!

Man I am still not finding it. I realized I couldnt see the scouting table because I was at the intro for BFA. I finished it, unlocked table, did the quest for vulpera area, but I cant find the quest to start anywhere. I looked up the location for the start and the guy is simply not there.
Edit: I continued with the Unlikely allies storyline starting with “Discreet Discussions” tysm to the people here who gave me info as well as the players in game. This community is pretty great

In order to go there you need to speak to the Princess I believe it is. She’ll have you talk to someone, or question some guards (if you’re Horde, not sure on Alliance) and then you’ll follow that quest. Sooner or later you’ll end up flying out there and…some things happen. I don’t want to spoil anything.

After you have completed all the prerequisites, I believe the quest to unlock the race begins in orgrimmar at the embassy.

Go to the embassy in orgrimmar, look at the requirements and finish them, when they are done return to the embassy in orgrimmar and pick up the quest.
Would you happen to know why I don’t see the named 3 guards? I have check the exact locations and all I get are the standard guards who only tell you how to get to areas.
