If I see a Vulpera anywhere in game, I'll finally get to know what the fox says.

So let's talk race origins. Blizzard rarely drops new races on us without eventually giving us a little background into where they come from. However, what we have so far on the vulpera is pretty light.
We know that Vulpera have never been mentioned or seen outside of Kul Tiras or Zandalar. We know they are well adapted to desert life. Aside from that we have few clues to work with, but there are a few possibilities.
1. They could be an original race on Azeroth like Tauren or trolls. This would seem to be the default assumption but it comes with one problem. Generally speaking, the original creatures of Azeroth tend to be very widespread. It is possible Vulpera simply became extinct on other continents shortly after the sundering, or possibly were never very widespread in the first place, but it would be a departure from the general lore.
2. Vulpera could be related to an existing familiar race. Like Pandaren being related to furlbogs, Vulpera could be distant cousins to a race we are already familiar with. But what could that race be? Superficially their proportions are reminiscent of goblins, but they share few other features. Gnolls are another option with a few similar features, but may be a bit of a stretch. There may be other possibilities, but I couldn't come up with any.
Edit: A discord user suggested Wolvar, which I felt worth mentioning. Wolvar share some features and are similarly localized and light on lore. There may be a thread connecting them
3. They may be an artificial race, or a former titan creation. Like tol'vir or Mogu, they may be a another form of titan creation struck by the curse of flesh. Or like the Saurok, an artificial race created but has long since lost its purpose. I actually think the titan construct theory may hold the most water. Here's why:
We know there is a titan facility on Zandalar that will feature strongly in a future patch.
We also know Vulpera are coming in a future patch.
We know Vulpera are found exclusively in Zandalar except for a handful of pirates.
We know Blizzard likes to provide lore for new races but has kept tight lipped on Vulpera so far.
I speculate in a future patch, we will delve into the titan facility and learn the origin of the vulpera (and possibly sethrak) as titan servants as part of the adventure. By assisting the vulpera and sethrak in this exposition, we prove our worth to each other and get them to join our factions. This would give both races the face time they need in the story for their intro and also connect BFA to the old god theme as well. It would also explain why Blizzard would want to keep this a secret and delay their addition to the allied races.

That's really neat! You're quite talented. It reminds me a bit of classic animated Disney but with a bit of graphic novel polish threaded in. I like it!
They could also be created by an unaffiliated source. On draenor for example, the arakkoa were created by rukhmar and do not originate from the titan forged breakers or native primals.
Yeah, the "Saurok" theory. But who made them? The thing I like about the titan thirty is that it ties tightly to the general story.
But I like any discussion. Who are you thinking might have made them and why?

I see them as uncorrupted goblins, before the goblins were affected by kajamite. It’s a radioactive medal in my mind and they used to drink the stuff. Made their hair fall out and changed their skin tone and bone structure a bit.
I guess that would make goblins to the vulpera what the Broken are to the Draenei. I know there would need to be a bit of retconning to make that work, but until we have official lore that’s my head cannon.
