Although on the bright side I suppose it might have an Alpaca mount if that's the case. :O
TBH I'd take either Sethrak or Vulpera for The Alliance I like both. In fact lets take both, Horde can have Hozen and Wolvar.

Perhaps you have missed the Alliance Purge Squads committing genocide on the Vulpera?
I hope the Alliance do get Sethrak because I can think of a few Hordies who'd change factions for them alone - it might even the numbers even more. But considering how many people showed up to Foxtober, it could be a close call. They're definitely going to be popular.
It's just going to be a damn shame if neither of them are allied races and we just get mecha gnomes and goblins and that's it. XD

All I know is that we still have not even seen Kul Tiran classes other than druid nor much else so I do not have high hopes of anything in the near future.

Blizzard has been rather slow about getting information out. You'd think they would want to build some hype.

Like this is a serious question. If this was Thrall's or Vol'jin's Horde, I can see why Vulpera would be let into the horde. That horde was a band of misfits trying to survive together from the attacking Alliance.
But that isn't what the current Horde is. Okay well it is still what the current Horde is but it isn't want the Current War-chief wants. Each of the Allied races Sylvanas has brought in has been a way to help bolster her War campaing.
-The Magic of the Nightborne. Hell Oculeth is a great asset to have.
-The Strength of the Highmountain Tauren. Well, this one is the weaker one since I can't remember what Baine said at 110 when you could get Allied races but Tauren are equal to the strength of 10 human men in lore so having more Tauren is always good.
-The Mag'har have the Iron horde tech and knowledge. Plus I feel they were mainly just obtained to bolster the ranks.
-Finally the Zandalari. We all know why we are trying to get them. Portal Magic is good for single or small groups but become unstable when transporting large groups and supplies unless an anchor point / portal frame is built. Which I guess the horde can do now since they have Oculeth but overall having an actual Navy would be more Valuable for transportation of supplies and goods.
I've just been thinking on what would the Vulpera bring for Sylvanas' Horde. And as a group of Free'd slaves who mainly were traders just Navigating the desert... I can't think of anything and thus I doubt Sylvanas would want them in her horde.
Which actually brings me to the other race in Vol'dum, The Sethrak. These guys can build Spires that generate and attract lightning. That can bring some serious value to goblin tech.
Now.... I can see Alliance getting Sethrak. Since well the Sethrak helped fortify an Alliance camp in Voldum. Now then I might be able to see Sylvanas wanting the Vulpera. To help protect a flank in Voldum.
Sorry, post got long winded.
TL:DR = I can see Vulpera being welcomed into the old new horde but not the new new horde since they bring nothing to help really with the War effort.
More troops, wagons for delivering supplies, just outright being badass survivalists that literally wear the skulls of their enemies, lots of reasons.

Originally I was hoping Vulpera could be warlocks, if you put them in the Wowhead dressing room they look pretty good in those mogs - but knowing how they're more about nature and basically acting like Thrall's Horde to an extent, I guess they'd be more shaman.
So at the moment I think they'd be: Hunters, Warriors, Shamans, Rogues, and possibly priests. I'd think mages just 'because' but then again Allied Races have such little choice in regards to classes.
