Moreso than Undead. Certainly moreso than Blood Elves.
I can’t say I was a fan of them when the earliest murmurings of them becoming an Allied Race started, but now that I’ve lived with them for awhile… these guys are Horde in its purest form.
Even in their introductory quest, they’re the ones pulling together disparate factions. Their own actions are more Horde-like than the actual Council they’re petitioning.
They’re the scrappy underdog/survivalists that best exemplifies the spirit of the faction. They’re with the Horde because they truly belong to it. Not through alliances of convenience (that the writers eventually forgot about with both Undead and Blood Elves when they started treating them as full members), but through a determination to help and be helped to survive in a hostile world.
Also, they like head scratches.

We certainly are (memes and jokes aside), the spirit of the horde fit us very well. Plus I look way better in red than blue.

Well rats infestation is usually called a horde so yes you are correct that vulpera are a true horde.

You could make the attempt for a specific subset of the Forsaken, post-Sylvanas. But before that? Nope. Simply evil. Allied with the Horde because they didn’t want to be quashed by the Alliance.
To be fair they carried diseases on their furs. At least worgens can shift back to humans and panda loves the water. It was the sanitary thing to do.

It really should be a toggle. Force it during combat, sure, but once we’re out of combat or after shapeshifting, return to whatever the default choice is.

Why do we fight amongst ourselves? The Horde embraces factions and cultures who are willing to be part of it. The Blood Elves are Horde, and I wouldn’t want it any other way.
It’s been 14+ years, and people have yet to embrace us. Certainly the Blood Elves have proved their merit and worth to the Horde. We’ve served the same Warchief as has every other member of the Horde, and we’ve also lost members to the same wars.
The Alliance wants to recruit us to their side, but I wouldn’t dare dream of that day coming. I bleed red, and will serve the Horde until I succumb to death’s bittersweet embrace of entropy.
