The WoD quest from Cordana Felsong, Vouchsafe our Arrival, is not popping for me. I have already completed A Song of Frost and Fire, which was stopping people from doing this quest before as per the Wowhead article linked below.
if a quest isn’t appearing, it’s because another quest or chain needs to be completed first.
A Song of Frost and Fire is the first quest in the “Foothold in a Savage Land” quest chain.
Vouchsafe Our Arrival is the first quest in the “On the Shadow’s Trail” quest chain.
There are two comments which are relevant in this case.
If you go straight to Draenor the first time without going through the starting quest chain you’ll be able to see this quest on the mini-map but the questgiver is not there.
Simply go southwest a bit towards the quest “A Song of Frost and Fire” instead (outside of the garrison).
Follow this quest chain to meet Durotan, follow the group to your base, clear out and establish your garrison and Cordana will show up for you to take this quest.
Exclamation mark shown on zone map, but not on minimap. NPC is missing next to garrison campfire.
After I completed some questlines, she finally showed up.
The first comment above, says to follow “A Song of Frost and Fire” quest chain in order to unlock Vouchsafe Our Arrival.
