Master loot is only applicable to mythic level raids. High key group makeup is wholly dependent on criteria defined by the creator of the group and key owner. Mythic raid group criteria also dependant on raid leader. There is no hard and fast ilevel attached because of this variable but I’m going to say over 420 for sure. Master loot should always be available for mythic raiders as it is defined as progression raiding, normally in guild. As such, loot should be placed where it’s going to make the most difference in terms of moving to the next boss. Loot councils are not always a bad thing.
