ya thats a seperate quest, same objective of gather mats off boss/m+/etc, but instead its to forge the hammer itself that upgrades your stuff. and it looks like u gotta do it 4 times.
they could have easily gave you NOTHING. ungrateful.

Decimus is going to screw us over at some point, but we will benefit for a while.
They did give you nothing but another 4 week waiting period. So actually they took another (14.99 x player base) for not actually Releasing the void forge. Yet again they gave you a reroll system nothing more which is from previous versions of the game which is re-skinned/re-named old content. Being asked to feel grateful loses its meaning when it follows broken promises—especially after paying $14.99 every month for over twenty years.

When did they say you could target loot? The bonus roll gives you a chance at one of the items that boss / dungeon drops, but it’s still random.
I have my bonus rolls and can earn the other one. did 4 of them today. huh?
When they began discussing the voidforge. They said you would be able to target raid loot or M+ to help you fill the gaps if you were missing a critical piece of loot.

It’s a new attempt at Turbo Boost. They don’t want to run it too early in the season, but they don’t want to delay the patch by a month (although another week of testing might have been nice).
Raid has a smaller pool compared to M+ and Delves.
Here’s a wowhead article from March 12th describing how it works with no mention of being able to target specific items:

Yes, target raid loot with a system that doesn’t allow duplicates (within that same difficulty) until you’ve collected everything. Not deterministic choice. 
But I do believe they retconned their own articles. That’s totally their style.
Your article literally says targeted loot.
